DAVID RR WEBBER
SUMMARY
As a consultant David contributes to the development of next generation standards for eBusiness and Service Oriented Architectures (SOA) and provides critical knowledge to industry initiatives and vendor partners on configuring and delivering their solutions. Most recently his work on SOA projects was awarded “Best Organization SOA Application” in October 2006 by the Federal CIO Council SOA CoP at their conference at MITRE. His knowledge of business process technologies and emerging products and services is extensive and derived from his deep involvement with the eBusiness domain over the past ten years. This includes in-depth knowledge of the internals of XML processing with XML schema, XSLT, XPath, XQuery, SOAP, and Web Services based on his involvement with both the W3C and OASIS standards processes over the past five years. He is also the chief architect of the ground breaking Content Assembly Mechanism (CAM) specification within OASIS that is revolutionizing the delivery of context driven information exchanges.
David is currently leading work on ebXML implementation in the government healthcare administration sector providing technical direction and lead engineering management. This technical work is providing a focal point for the development of the next level of ebXML functionality that integrates messaging, registry, partner profiles and rules templates together into a holistic SOA solution. This allows communities to quickly begin collaborating through using the shared coordination resources and central implementation support services. This work in the healthcare sector is building on David’s extended healthcare sector experience from his previous work consulting with CTG Healthcare services and HL7 and EDI backgrounds. He co-authored a New Riders book on ebXML for executives and managers in 2001 (http://ebxmlbook.com ).
Previously for three years David worked as the leading technology architect for XML Global Technologies Inc, a startup focusing on XML-enabled eBusiness middleware components, including development of his patented EDI and XML processing system. He was lead architect on the development of the GoXML™ product that incorporated these patents and that was subsequently licensed to iWaysoftware, Xenos and Seagull. GoXML is used by BEA and IBM as part of their iWay adaptors suite. This work included extensive interaction with the leading marketplace vendors and has given him a unique perspective of not only the competitive landscape for middleware solutions today but also an enviable knowledge network within the industry.
Prior to his XML work, David worked as a consultant
delivering services to a wide array of industries solving tough technical
challenges against tight timelines by working hands-on developing software
components and systems. Customers
included Gannett Group, The Smithsonian,
David is also very familiar with working in a research
environment having worked as a project manager for three years for LNK
Corporation in
His technical experience includes working as Technical Manager for a major European distributor of computer hardware components, Ideal Hardware of London, England. This work included low-level device management with assembler and the need to understand component level integration of PC systems.
SOLUTION ARCHITECT
Known as an innovator David has been the genesis of a wide range of world leading solutions including airport gate scheduling for the IAA, buy-repair logistics for the US Army, address synchronization for CTG, SeeMail client for MCIMail, iBolt for Magic Software, ShroudIt! for LNK, GoXML Transform and Registry for XMLGlobal, VisualScript XML for Smartdraw.com, Trusted Open Voting with HP.com and most recently the jCAM open source toolset.
David holds two US Patents on advanced information transformation and processing technologies and is an acknowledged authority on XML and Registry technologies. David has also co-authored a book for New Riders Press entitled ebXML: The New Global Standard for doing business on the Internet, designed to give managers, executives and business implementers a required understanding of the integration aspects and requirements for doing eBusiness with XML and specifically ebXML.
David has over twenty-five years experience in developing
application solutions in a wide variety of industries and government
applications. He was project manager
for a major $3.5M U.S. Army Logistics project based out of
He has also worked on U.S. Navy projects including Intelligent Tutoring applications and development of strategies for the ‘Smart Ship’ program. He served as project support manager for the USDA web site and services, one of the top ten most accessed government web sites. He also developed EDI program components for the original US Customs EDI adoption program and then worked with the US Government EPA on their industry EDI compliance program. David has also consulted to DoD DFAS on their XML adoption strategies.
Since co-founding the XML/edi Group, David has spent the past six years focusing on evangelizing the adoption of XML eBusiness integration technologies, fostering the development of and working on key XML standards specifications, and developing a comprehensive set of application tools to deliver on the promise of XML technology. His work includes involvement with the W3C, UN/CEFACT ebXML initiative, OASIS XML standards, the Open Applications Group and numerous industry associations including healthcare, finance, power utility, grocery and automotive industries.
David has also presented and lectured worldwide on XML and
ebXML at numerous industry and government conferences, panels and seminars on
various aspects of eBusiness adoption and XML technologies. David has also served as track chair for
several XML conferences, including the recent DAMA conference in January 2003

Selection of previous consulting
engagements includes the following.
Nortel Government Services: Consultant with HHS/NIH for two years implementing
and supporting the eReceipts submission Grants Applications project for
converting over 20,000,000 annual paper pages to electronic digital submissions
using XML and PDF.
Open Voting Solutions: Working with OASIS Election Markup Language
(EML) committee, NIST and European Community members on developing trusted
processing mechanisms and XML for secure public open elections including open
source code implementations.
Norwegian Government: Invited
presenter at the EU workshop on XML Semantic Integration and Registries, that
brought together the IT architects for all 25 EU countries for one week in
Smartdraw.com: Lead architect and
consultant for the development of the VisualScript XML toolset and
product. This revolutionary product
allows non-technical users to exploit visual models to create complex process
interactions using XML based systems. Syntax supported includes XSLT, XForms,
xhtml, XSD schema, SMIL, BPEL, WSDL, ebXML and a selection of industry business
transaction formats.
National Institute of Standards
and Technology (NIST): Project lead in prototyping registry interaction models
for OASIS and ebXML Registry implementation services.
Pendleton Hospital Group: lead integrator for migration of three payroll accounting systems during a two-hospital consolidation.
Cincinnati City Hospital Group: Project Leader a pension tracking system for merger of four hospitals.
3M Corporation Healthcare: Mr. Webber provided the technical lead in implementing a patient master record consolidation product. Over 750,000 patient records were processed for the initial implementation. RAD development techniques were emphasized throughout the project.
US Department of Agriculture: Project Manager overseeing support for FAS Web site with 130,000 hits daily.
JECPO EMALL project: provide strategic XML consulting for EMALL in the area of supplier integration. Design a catalogue implementation (http://www.CatXML.org) that illustrates the techniques to be applied.
European Community research: design of XML/EDI components
and interchange systems in collaboration with Tertium LCL,
Gannett Corporation. Redeployment
of a corporation tracking mainframe application into a client/server
configuration system. Two months were
allocated to deploy a critical financial tracking module. It required input from 350 subsidiary
companies across the
Smithsonian Institute. Implemented a Boolean search capability and ad hoc querying capability for the Institutes Library of publications and photographic materials. Component included a query optimizer to select fastest search path for entered queries.
